Is it a hard 24 hour timer or does it reset at a specific time of day?

just to verify i read it right. more than a few lvl 50 quests a handfull of lower level quests dailies for rep at higher levels have been added...

Right now it seems the only reason to do these quests is for vanity items - dyes, furniture, mounts. No Mythology tomes, as far as I can see either....
