Crashing after cinematic in Preatorum 8 man and getting 3102 after like 5-10 mins still

Im not sure if its the game or my pc but I was getting a driver crash and now my pc just freezes up when I start the game.

Says my character level is too low (I have 1x Lv50, and a nearly Lv40 Armorer) and that I've reached my daily limit (Haven't posted in over a week.)...

I tried several times to register my credit card thinking I had just punched in a number wrong and got the 601 error so many other people have. Also...
