Having the skill of a level 45 BRD had nothing to do with it I'm sure... have the BLM sub BRD next time since they can Elemental Seal to make sure the spell lands.

NQ staff is equal to 20 MACC
HQ staff is equal to 30 MACC

So 2x MACC sword would equal a HQ staff, either way it still wouldn't be enough to land spells /BRD.
