    knowing SE it'd take "too many man hours" to change the system from 2 digits to 3.

    Actually this is somewhat justified. The English client (and possibly others) have their GUI's designed a very particular way, and fitting that extra digit in everywhere would be.. a bit of a hassle, especially considering it needs to conform to the PS2 version of the game (running at a very low resolution)..
