What is Amimi's story?

Am I the only one that's curious about the chocobo rental NPC Amimi in Windurst? In present day Vana'diel (Because I know at least one (S) chocobo NPC is Hume, possibly all three.), every single chocobo rental NPC is Elvaan, EXCEPT Amimi, who is a Tarutaru.

I know she's not an important NPC. Most people probably only gave her a passing glance as they may have grabbed a chocobo from her, but this has seriously bothered me since my first steps into Windurst.

Did she have to get special credentials? Excel where other races haven't since the Crystal War?

Why is there a Tarutaru in a position that's predominately Elvaan!?

Equal Employment Opprotunity Commission, got to hire them minorities! She is: a different race, a dwarf, female, kinda brown so we go color, it's hidden but she's a single lesbian mother with dyslexia and last but not least she's also a druid! They got MAJOR affirmative action points going there.
