LOL ^^ I can just see it now. An entire backstory on why Goblins wear their mask! /laugh It would be one of those cutesy/war-torn stories that eventually attempt to tug on our heart strings a bit I'm sure, in all the classic FFXI story telling fashion. ^^
-Goblin Child: What happened to you father?! Speak to me!
-Goblin Father: *Cough*Cough* I-I... trusted a Surface dweller... *Cough*... and left my mask behind! /stagger I must leave you now son... ughh
-Goblin Child: NoooooOOOO!
-Goblin Father: D-Don't... forget... your m-mask Son~~~*

Very Awesome! ^^ Though in concept stages, things can always get altered a bit, like how the Giga in this sketch looks a good bit different from the Giga's in the game. I think the Goblin in that link you posted would look scary as hell roaming the caves and such! o.o lol With all the fur and clawed feet and whatnot.

concept art is always more detailed, then it is renderred at lower detail to simply save on resources. Damn those $$$
I don't think the goblin concept is what they ran with for the final game. Even taking into account that it is rendered with fewer details in the game, I think the designs are too different.
And it is usually rendered in lower detail for it to be possible to run on end user computers. If all goblins had 100 times the detail of what htey have now, imagine how slow areas filled with hundreds of them would have been on a computer from around the time the game was released.
SE already made high poly versions of the designs you know, for use in pre-rendered cut scenes, so they didnt really save anything on making another low-poly version of them.

Well, the current goblins just have masks on, and clothes over all the fur/claws. Their ears are still big and green sticking out from under that mask.
Also, the concept art gallery has 2 other sections, if it's not clear: Character Races and Locations.
