I'd be all for this, but PvP game elements differ so vastly from PvE that a direct 1v1 fight may not be the best way to determine "good" players. If you want to find a good player in a PvE sense, have them compete in a PvE sense. Two DDs can compete to see who can output the most damage. Healers can compete to see how long they can keep an NPC alive. Bards can ... hell if I know. Sing shit.
Aside from obvious support class hurdles, I'd have no issues with letting only superior players level up. Maybe it would knock some bloody sense into the population when they realize they can't break level 90 without using gear swap macros and being not-shitty.
