Without wanting to criticize anyone, it is probably true that this is not a technical issue.
But since there seems to be no other place in this forum to post the question and since this seems to be a rather common problem (as I have just found out now that I have it myself) it would probably make all of our lives less frustrating if a general guideline about how to deal with issues like that could be released; or if people with the same problem would have a chance to talk about it.
Especially since there seem to be no answers at the Support Center (nothing if you search for 4001), except contacting Customer Support, which might either not be necessary (since the problem could be fixed otherwise) or is definitely necessary (because after all registration issues are a serious issue). In either case it would be good to know, so the problem could be solved quickly.

About the problem itself. After searching for answers via google and seeing quite a few frustrated discussions but no hint for what to do, I have little hope. Nevertheless I contacted Steam about it. Now I am just crossing my fingers.

EDIT: Steam sent me right over to SE ("For technical support please contact third-party"). Who would have guessed ...
