Unable To Catch Monke-Onke

I was a level 49 fisher when I started with +4 from fishing clothes and adv fishing support. Then I went out to fish up the Monke-Onke for the guild rank item. All day I tried with various rods and baits. All to target this specific fish. I gained a level on "Your catch was lost due to your lack of skill." Okay, how is that due to a lack of skill when that fish caps out at level 51? How was I able to go through 12 or so Worm lures and about 144 peel crayfish and not catch a single Monke-Onke? Not to mention that the guild store is supposed to supply this particular fish and it has not since the last version update.

SE please fix the problem with this fish. I think its utter BS of what I went through today. I love fishing and I want to continue. But if I dont see how I can do that when I can no longer advance in fishing. Please SE fix the problem before the months end or I WILL be cancelling my content ID.

Steps:
Fishing at the Lake in East Sarutabaruta at map coordinates F-9. Using fishing poles Composite Rod, Mithran Rod and Halcyon Rod. I was targeting the fish Monke-Onke for the guild rank test. I lost about 12 Worm Lures and about 12 stacks of Peeled Crayfish. I started at a fishing skill level of 49 and gained skill while targeting the fish Monke-Onke to cap my fishing at 50. All day from about 8am to 7pm Pacific Standard time I repeatedly recieved the message "You lost your catch due to your lack of skill." At a fishing skill level of 50 with +4 skill from fishermans clothes and having advanced fishing support. How is it possible I repeatedly recieved that message on a fish that caps at a fishing skill level of 51?
