Can't Complete Quest: Headstone Pilgimage

Steps:

1. Talk to Cerment Headstone
2. select "Yes" (which should spawn 2 NM weapons)
3. Receive message: "Don't you have something better to do right now?"

All other headstones function correctly for this mission. I am stuck trying to get the fragment from the this headstone, and am unable to complete the mission until this issue has been resolved. As long as the NM's are unable to be spawned from the headstone, I am unable to proceed.
