Actually, the weather is based on FFXI's in-game seasons. Vanadiel has Spring, Summer, Winter and Fall, just like a real world. You were probably just in the zone at the wrong time of year for windy weather.

During my experience recently chasing wind weather in Aht Urhgan for Puk kills I
noticed there wasn't any for the longest time ever, it seemed to be related to wither
or not the Astral Candescense (forgive spellings please) was recovered.
Since when is the weather required to bow to an item's presence? at least make
this objective possible in another area and while your at it fix the rate of days where
weather can be windy? So many times for other areas of my trial I'd go to an area
an get 3 days of nothing or lightning or whatever an then another 3 whole days
and another whole 3 days of nothing. This complaint might seem unrealistic when
compared to the expectations of how normal real weather behaves but this is
still a game right? we still care about how much time one spends here right?
