Its probably that with certain specific gear/atma combos it becomes broke and does rediculous damage, and they are fixing it for the 1% of smn doing 10k dmg with their specific atma setup.

They're broken right now. In Dynamis yesterday, My GF was using the "broken" blood pacts to test their Damage.
Crescent Fang (19MP) Averaged ~1,600 Damage, Highest was 2,200.
Tail Whip we only used ~twice, one for 750ish, another for 1,200ish (another low level BP)
Mountain Buster didn't seem broken at all (Did about 1,700).
Crescent Fang however, Is really really broken atm, ~2,000 Damage for a 19MP bloodpact... it was averaging higher than Eclipse bite lol.
So basically, its not a nerf, They accidentally buffed it last update (Spaghetti CODE!) and now they're returning it to normal.
