Unable to cast Raise.

Steps: Casting raise on a player outside of PT or outside of my partys alliance will tell me I cannot perform that action, and they do not have blockaid on.

Found the solution, the game not only loads up with /blockhelp on but /blockaid on as well which prevented me from casting raise on others, but I could cast cure on them which is even more puzzling.
