That's been done in this update, but it doesn't solve the problem fully. People still go to Port Jeuno for shouts, etc.
Personally, I would suggest a special "linkshell" (not really, just using the word loosely) that is "given" everyone (again, loosely), that would be a global chat, and would fit to the lore.

Could always put Horst and Joachim out in Rolanberry Fields where the bazaar folks used to be. Give them a tent so they don't melt when it rains.A global chat is also a good idea as long as we have a filter to turn it off when it becomes too annoying.

A Global like chat could work, if they just put it in the zones where the Abyssea NPCs are. Since it sounds like the main concern with people is not being able to hear shouts, if they were to add a "global chat" to Port Jeuno, Heaven's Tower, Choco Track, Port Bastok Port Sandoria, and Port Windy, then people may be more willing to use those zones.
Another thought that comes to mind would be a Post Board, where a person could put up to 1 seek request which could be viewed within the above zones mentioned earlier. The person can then send the tell to the person in question and maybe that would help if a global chat couldn't be implemented. While that would leave it open to potentially people "Spamming" it with useless info it would be limited by only allowing a person to "seek" one request at a time.
