You are forgetting to factor in the +2 set bonus effect on the extra kick rate.

Set bonus around 5%, so 5% of an extra 2%? That's pretty marginal. It would only win in ideal situations, ie: uncapped accuracy, but capped attack, then maybe MARGINALLY pull ahead.
