10 Min timer yes, 50 people camping it yes yes, you spend your whole weekend trying to get KI and you don't get to kill one yes yes yes.

Its to provide a bottleneck for people doing Empyrean weapons obviously. If it was just pop item then people would get done much faster and SE wants to slow progress down somewhat.
