Ultima Forerunner Unique Data broken

Ultima Forerunner does not give the unique data progression that is expected, multiple users reporting ~5-10% unique bar progress for 100% > 0% kill. Wave 1/2 kills generate a total of 1.5 bars of Unique data, Omega forerunner generates ~1.5 bars of unique data.

Steps:
Engage monster, reducing its hp from 100% > 0%.

Confirming above bug, same issue when taking down Ultima tonight. All members of my alliance received 20% of their unique data bar for 100% to 0% of Ultima progression. Last month, we performed the same style takedown alliance and recieved 200% unique data.
Please fix... Also Temenos ??? is still bugged after moving to accepted bugs 09/2025...
