Steps:

1. Move to one of the locations with the graphics for the pictured sign, for example, near Luto Mewrilah at (G-8) of the Upper Jeuno.
2. Observe the sign behind Luto Mewrilah.
3. Remember that it used to have the text "No Entry" in ages past.
4. From the in-game menu, open up: Help Desk / Adventuring Primer / Growing Your Character / Adventuring Fellows
5. Confirm from the image there that the memory of the text is no false memory.

This sign is also used in various other places in Jeuno (such as near the Auction House NPCs in Upper Jeuno), as well San d'Oria.

It appears other text has also gone missing (the title 'FFXI' from book covers?), though I don't have pictures at hand to compare.
