The "same effect" isn't necessarily useful (or equally useful) for the pet.
Univerally funcional gear like this also presents other problems, like excessively long item details, many items already span 3 "pages" of item info and it could get worse than that if you make items that just have "everything" on them so that they would just be automatically useful to any job. This also potentially puts way too much power into a single item. Any given item has a "power budget." Adding pet stats already uses up some of that power budget. This really just isn't feasible or realistic. It makes more sense to solve our storage woes in other ways than to make all job gear sets that are universally useful, which also just severely hampers itemization in the game in general, when we are constantly praising XI's system of "horizontal" progression, that is having lots of different gear with unique effects that we use when the situation calls for it.
If you give pets bonuses on an item that otherwise wouldn't have them, and you just say "oh everything applies to the pet too" they would absolutely have to lower the stat values to compensate. If you don't understand how power budgets present a problem for creating items like this, I don't know how else to explain it to you.
