Now that you've effectively blockaded the server from the free market no one can come over to buy our goods.
What are you going to do about this offense. Our items rot in bazaars and take up auction house spaces with zero new customers.

Laugh as RMT start cancelling their own subscriptions?
Sounds great. Until they close the game because half of all subs are RMT.
Considering that the system was never designed or intended to be used in this way and is basically a form of RMT (paying money to server transfer in order to buy stuff for gil), No, they're not going to compensate you.
You can help the situation by transferring off Asura and bringing people with you until the restriction is lifted.
IF by your own admission the RMT are essential to the game's survival, then why have you spent every day of the last several years reporting them? Why not just ignore it all (as they admittely are)?

Solution: institute a world-visiting feature like XIV. It would solve a ton of the current problems with the game, and probably cause a few new ones.
It's your server.
That would almost certainly require a far more sophisticated back-end than what POL was built with. But this would reduce congestion without pressuring people to move. Your XP camp too crowded? just world visit another server.
Not realistic but I would certainly support it regardless.
That would be nice, doubt there's a way to do it the way XI was built.
I would also support an [all worlds] auction house. I feel this would be a bit easier to implement.
