You can purchase a race change, which was only recently added. It's the only way to change your head type.

Oh amazing! Thank you for letting me know <3 I thought that would make me change to a different race haha and not let me pick the same one
All that said, it's a bit priceyey I'd say, so if level 28 is the highest you got, deleting the character, if unpleasant, is an option too, and starting all over. ^^
The race change, or re-set if you will, thing is pretty new actually.

Could go a step further and create a mule ($1 extra/month) and deliver what you can over to it. Delete "main" and recreate and transfer back you're stuff. Delete and inactivate (inactivate at the least so you stop paying the extra money) mule.
Though, like you said, at 28, catching up shouldn't be too hard.
I get that they have issues with the DDS textures and them being lossy (apparantely they didn't save the originals in a lossless format originally) , but surely they can still create recolors of the hairstyles in a good enough quality for them to pass? Especially since we have AI now.
They could easily make money selling new hair colors (an issue they are worried about with inflation being how it is). Something like this would even be worth a proper graphic artist from ff14 touching up the textures to make sure the lossy issues doesn't make the faces look discolored.
