Anti RMT measure, character creation cooldown

If a person deletes a character, there should be a delay before they can make a new one in that same account slot.

The higher level the character, the longer the delay before they can make a new one.

Level 1 character deletion should have a 1 hour cooldown before they can make a new character, a level 90-99 character being deleted should impose a 7 day cooldown in that slot.

Normal players do not delete level 99 characters, only rmt do.

The first thing that comes to mind, is that this would be highly annoying immediately for anyone doing "challenge runs", where they might create a new character multiple times a day.

Sure, it's a bit outside "normal" perhaps, but not something that should be restricted, I think.

Not sure actual "RMT" even use the same account(s) for their business...
