That's because there's all sorts of scripts and stuff, on-entry cutscenes that need to be checked for, what's the state of the burrows, is there supposed to be flotsam, what rank is everything, which NPCs do we spawn for contracts, and so on and so forth. It all has to be set up on the fly as you enter.

You "load in" the same time as any other zone; a script is keeping the screen black like for a cutscene while it does its housekeeping.
