WKR is in a pretty small section of the zone. I can't even imagine them trying to separate it into miniboss & boss sections in such a limited space where you have to progress to reach the boss.

I'm not on Asura so we don't really have that issue even during delve campaigns at 3+ minimum. I wouldn't be surprised if there was a minor issue during campaigns but outside of them I really doubt there'd be an issue.
