    1. Talked to Fari-Wari to start "Embers of his Past" quest
    2. Viewed cutscene
    3. NPC Directs to Halvung/Mt. Zayholm
    4. Check Quest Journal, entry missing under Aht Urghan Quests
    5. Checked both "Sprightly Footsteps" and "Withered Petals" during in-game nighttime hours, get "Nothing out of the ordinary" message.
    6. Returned to Aht Urghan Whitegate and talked to Fari-Wari. Continues to say "There's no time for dilly-dallying! Off to Halvung with you!".
    7. Unable to progress on questline

    If the steps after the believed-to-be-current step do not do anything either (thinking of the possibility of this step having been completed already, just to make sure), I'd check a look if Gadalar is present at (F-8) of Al Zahbi instead of visiting an enemy stronghold.

    Some quests do not appear in the quest log until later on, or until completion even if I remember right-like, but I'm not sure if this is one of those (if even after completion, though I know this one does show up under completed at least).

    I've confirmed he is present in Al Zahbi and still have the issue and unable to advance the questline.

    I'd advise you to retrace your steps carefully, going through the entire quest as if you've never done anything. 99.9% of the time, whenever someone posts that they can't complete a quest, they simply overlooked something or skipped a step.

    Also an extremely common issue is when an NPC is involved in mutliple quests or activities you may have to talk to them more than once to progress a certain quest. This quest has been in the game for a very long time and hasn't been altered in any recent updates, so a bug is highly unlikely.

    If you talked to NPCs and got cutscenes relevant to the quest, it is active, even if it doesn't show in the log. As was stated above, many quests don't even appear in it until they're completed or until some particular step.

    Thanks for the assistance. I did do a retrace of my steps and realized that the quest I flagged wasn't this quest, but an earlier quest in the quest chain. The dialog threw me off and caused confusion.

    Things seem to be working as intended and thread can be closed
