Is there some license issue with XI and expansions?

I've noticed that ever since the PS2 version of XI closed, there have been no paid content at all for the game. We had mini expansions previously, like Crystaline, Shanttoto etc

Rhapsodies was free content, when it could have easily had a $20-£30 fee and been a download. Same for Voracious.

Is there some license issue where Sony won't allow them to release expansions for the game, now it's PC only?

It's just something they chose to do. There is no "issue." The new content was paid for by us subscribing to the game. Is that not enough?

The PS2 version was dropped for a multitude of technical reasons, including failling PS2 dev kits, and technical limitations of the console that kept the game from keeping up with the times. The Xbox version just wasnt that popular (in part because Japan doesn't give a care about the xbox). It costs money to support more platforms, that's all there is to it.
