Can we make Colossal Blow a permanent Monk attribute?

As the title says, can we make Colossal Blow a permanent job trait for Monk? (Obviously, Denouement weapon would need to change slightly or increase it's frequency of occurring).

Could it even be added to affect a certain job family, like Undead, even NMs?

I'm just trying to think outside of the box here.
