    Oh, I see. Thank you very much. I also spoke with Kupipi thrice, but no luck. So now I understand that I should also complete Rhapsodies of Vana'Diel 1-2-1 Mission, not only the Windurst 2-3 mission. Thank you very much. I appreciate your help!

    Yeah, the Rhapsodies missions are technically complicated, and your ability to interact with certain NPCs and do certain things can depend on your mission progress. In particular if an NPC is involved another quest or mission you can't do those quests or missions if you're on a Rhapsodies mission that also involves them.
