Some Windurst Campaign Ops Unavailable

Steps:
Talked to NPC and tried to select Supply Manufacture campaign ops but the list is empty. When I check the list with my other character, there are two options available. Tried shutting down and restarting, zoning, and talking to the npc solo instead of in a party. None of those fixed the issue.

I believe these have some minimum requirements that need to be met before they are available.

Have you checked a look at those?

Both mine and my wife's characters have identical progress on nearly all content. WoTG is completely identical, so if my character has it open, she should as well if there is a requirement.

what about the current medallion ranks? Can you check both account?

Thus said, I've finished WotG & barely touched those campaign ops, can even do the finale Fiat Lux campaign ops since my medallion rank locked @ caps when story finished & haven't done majority of previous ones except those asked as prereqs for main story iirc. Any reasons doing those other than what I said btw, if I may?

Mostly completing them for medals. Both characters are two promotions away from medal of altana. Since I had completed so many, I was going to finish them all just for completion, as they show up in the mission menu. I wouldn't be heartbroken if it's a bug, but it's also a little disappointing to have nearly all of them completed and being unable to finish the last bit.

I just thought about something... One thing she didn't do on her character was grind synthesis skills during the rate gain increase campaign. I'm guessing that there is a synth level requirement that she needs to meet.

iirc, I don't think campaign ops were really needed to reach medal of Altana. this was more of reward for WotG story completion instead. There's even tons of C-ops I haven't touched for many years, & can even skip to have access to Fiat Lux, the finale C-ops. Mind you that I've finished WotG way back just before Adoulin expansion released, but at least can confirm my medal of Altana still stick albeit constant need to renew whenever coming back from return home campaigns.

Again, there might be certain C-ops that IS required for main story progression, but other than those weren't necessarily needed including that Fiat Lux, which I've finally touched when there's special campaign about it & my gears already on ilevel stuff, which made it super easy to solo.
