lvl 9 MNK: 65 tp single hit -- 465 delay
lvl 32 MNK: 61 tp single hit -- 430 delay
lvl 46 MNK: 59 tp single hit -- 415 delay
Mastered MNK (Empty-handed): 53 tp single hit -- 365 delay
Mastered PUP (Empty-handed): 53 tp single hit -- 370 delay

Sources say the base delay for Hand-to-Hand indicate 480 delay, while testing came out to 570 delay.

This means a 20% reduction for Martial Arts Trait at level 1 MNK and a 25% reduction for trait at tier 2.
