There needs to be a way to convert job points and Mlevel into an item that can be used on other jobs, if someone really loves using Blue Mage then let them farm Mlev for all of their jobs on Blue mage.

No. Why even have different levels for jobs in the first place if you don't have to play them to attain them?
You want levels on a job? Play that job. Any conversion would have to be heavily biased in favor of playing the actual job over grinding on some other job. Otherwise, people won't use the job they love, they'll use the one that's the most efficient, and you'll see literally everyone playing that job and only ever using the others when needed for endgame content.
Hell, FFXIV even tried this with having an underlying character level that affects all jobs and people just found this confusing. It was depricated and removed in ARR.

As annoying as it is to do a lot of job point grinding on one job while others languish... I have to agree on that. Admittedly, you get a lot of one person on blue mage doing the work and the others just getting job points while afk, but there's no reason to be able to move experience around from job to job.
That said... why not Potpourri +1 and Potpourri +2 so job points and exemplar points over the limit don't get wasted? As ridiculous as it feels to talk about exemplar points over the limit, with all the grinding that involves, it's a situation that's going to happen since opportunities to build master levels tend to favor a single "main" job, which then gets called on for content because it's a higher master level, and it just makes this weird feedback loop where one job can be capped and you just can't move on to another job. (Had a friend capped out on corsair when we were doing daily flan fights, and it's like... wow, that's 50,000 exemplar points that just vanished into thin air, that's a shame, but we need him to show up on corsair to do this.)
If they don't let people gain these in a way that is enjoyable, they will just buy them from RMT then.
That's a whole different discussion entirely. It wouldn't matter if you got master levels for all of your jobs simultaneously, people would RMT or bot that because the experience curve is so utterly ridiculous and the exemplar points available from even the most rewarding targets so sparse. That's something that could stand to be addressed in its own way, but it's not something that is significantly changed by saying "okay, master levels are transferable, go get them on whatever."
That's the fault of SE for not making those jobs enjoyable to level and is indicative of an entirely different kind of problem.
And really, people are going to pay to not play the game regardless, because there are more than enough grinds in the game for people to want to skip./
I've always found this a weird argument and discussion- We've been "wasting" EXP for basically forever. Why do we need to manufacture uses for Progression Points, as I like to call them? Why has no one asked for excess EXP specifically to be given a use? And most RPGs with any kind of leveling system simply stop when you reach the max level, mechanics where you spend EXP after reaching the cap to do something are not exactly common.
Some jobs are less enjoyable in an Mlev situation, but you still want them to gain Mlev for your own benefit. They are not going to do massive job changes to summoner, or bst or whatever so let people gain them in another way.
If they let you use your powerful job to farm them for less powerful jobs, people will have more fun getting them and it will also reward them for making a super powerful main job.
That's basically what they set up for capacity points and job points but failed to set up for master levels b/c theyre' still implementing the larger long-term structures for the master levels.
for master levels there's still going to be things where just liek merit points the capacity point become s form of currency also: like buying KI for hard boss fights and how MLV exp rings can get released. etc.
