Killed nearly 200 Quadav enemies and didn't get a single Seedspall Luna drop. We are unable to advance on The Echo Awakens mission. Killing 4 Orcs in Jugner Forest resulted in 2 Seedspall Lux drops, so there has to be an issue with the drops in Pashhow Marshlands.

Based on just how bad your luck is (FFXIclopedia pegs it at a ~25% drop rate), I would check to make sure you don't actually have it already. There are some cases in the game where if you (or everyone in your party) possesses certain quest items already, they simply won't drop at all.
Use the command /itemsearch "Seedspall Luna" to identify if it is in any storage system:

Thanks! I didn't realize we both had the item. I played years ago and I just started playing again a few months ago with my wife and started with new accounts. I don't recall items ever not dropping if players had them in their possession, so maybe that's an update they did at some point while I wasn't playing? Anyway, I appreciate the reply and it's good to know that some drops work that way!

If all party members have an item with the Rare tag, it will never even drop into the treasure pool.
