Is there any chance we can get details shared for the Besieged rework that was mentioned in the latest freshly picked?
I most want to know if it's being designed as lvl 99 content or ilvl 119 content.

I cant imagine why it would be designed as lv99 but not item level content. Lv99 would still be trivially easy unless no one with item level gear showed up.
Actually sir, I can answer that in two words: Rising Swell.
Lamiae were bad for removing all your gear and/or charming players en masse. Anything that can do both of these things can turn your ilvl119 party into defenseless level 99s in an instant. It was one of the issues they pointed to in Primed for Adventure, pointing out that would make it difficult to balance it for item level.
Sure, the solution could be as simple as don't let the monsters use AoE gear removal, but then people would scream "too easy."

Gear stripping also became less annoying with the advent of gear sets as you didn't need third party tools or multiple macros to get your stuff back on.
That aside though, as annoying as this mechanic is, I would say that if it was only lv99 it would still be a joke and be cleared within moments as it is already.
I don't know... I have been there when the battle is lost in recent times.
If you have no area attacks at all for example, and you're either alone there, or with just a few others who also are not able to take them down fast enough, things can go very bad right now at least on a level 8 attack without more incentive for people to be there.
Perhaps level 99 will not change that /too/ much but anything above really might; with a bunch of people, still easy no doubt, but when the bunch is not there or/and people arrive late...
Aside from that, I had been wondering if they would ever raise the level at all, especially considering how fast the battles end around the start of a month (due to Trove), but more than that, I have been wondering if they could ever do something about how you are able to see characters there when there are just a few too many.
Other places seem to handle it better, so I imagine the parts of it are just code no one wanted to touch even with a sixtyfour-sided pole...

The battle is only ever lost if no one / almost no one shows up.I don't know... I have been there when the battle is lost in recent times.
I assume it's just number of mobs, which also includes friendly Npc and mobs of enemies

I re-watched 第68回もぎたてヴァナ・ディール and while my Japanese understanding isn't entirely fluent, it does seem like they were talking about making it 99 at first at least, not 119 right away, and see how it goes.
One reason for it as stated being what Zenion already mentioned.

Another solution would be to factor the level scaling into the entire system, so weaker assaults would still be 75, stronger ones 99 and the strongest ones 119.
