Quest Bugged/Broken: Elementary, My Dear Sylvie - Ergon Locus doesnt let me spawn NM

I flagged the quest and its visible in my current quest log. I am at the point where I received the Temporary Key Item "Vessel of Summoning" and went to the Ergo Locus and the NM spawned, however, I died and failed the quest. I returned to the NPC Dabnorrin and I purchased a new temporary KI, but this time when I went to the Ergon Locus, it doesnt let me spawn the NM anymore despite the quest still being active and all the NPC's are telling me to fight it. When I click the Ergon Locus no window pops up and it just says, "This seems to be the site of the ergon locus oft called the "Snowdrift Arbor" It is most likely worth surveying." Thats all it does. I thought the respawn time would be a day but I went today and it still doesnt let me spawn the NM. PLEASE HELP, I am trying to do my artifact armor but Sylvie wont give me the quest unless I complete this one.

Steps:
1) spoke to Sylvie
2) Flagged quest in current quests menu
3) spoke to Dabnorrin, and got vessel of summoning.
4) spawned NM but died
5) went back to Dabnorrin and bought a 2nd KI
6) clicked ergon locus and no more window pop up asking me to spawn NM
7) waited 24 hours, tried again
