Maybe when they ban a spark bot account, they count every single character that account had ever had. A single account could account for 100 bans alone.

That's not how it works, or how they work. They buy 1 slot and erase the character, repeat.
Now if they're banning erased characters, that's a fake ban. Character is already gone.

Anyway, a ban is a ban, even if it ends up useless. It doesn't really matter how many bans they do. Even if they said 10000 and it was true, they'll all be back before long. It's a never-ending situation and you will never be satisfied because there is nothing to stop bots from making more bot characters. Not even IP or MAC bans can stop it entirely.
Now sure, if they could ban faster they could reduce the average number present, and I agree that their fear of accidentally banning anyone that doesn't deserve it means they can't and don't do so nearly as fast as they could otherwise because INVESTIGATION!. But even then, it's only going to slow them down a little bit, not stop them. And thus, you would never be satisfied, even if those "fake" bans were "real."

That's ok for them..... so many fake bans to accommodate all their fake GM reports? Sounds about fair on both sides now.
What misdeeds? They don't have a guy on the server banning everyone with faceroll names because SE has policies in place that don't allow them to do something like that. I guess they think the backlash from a few innocent bans will be worse than that from the never-ending stream of bots.
Basically they must conduct an investigation on every report and so any bans that do take place end up being on characters that have already been deleted or or otherwise no longer used.
