Yes I do have the quest currently active in my quest log.

Very odd. That's literally the first step in the quest after obtaining it.

Did you try checking the target spot more than once? I don't think that's used by anything else but if an NPC target overlaps multiple quests in some circumstances you need to talk to it multiple times. Also, should you happen to be using any external tools, try running the game without them and see if that lets you get past that point.

Otherwise, this might actually have been broken somehow.

Might try the next steps too, in case there is any chance that this step was already done in the past (though the spots often do say something different after having been interacted with, while the quest is still active...).

Would try if it works for me, but that will have to happen another day.
