No longer getting the prompt to view the Rhapsodies: Resonance 1-1 cutscene

Just started the game recently and had been putting off viewing the cutscene that is supposed to appear when you zone into a main city at lv3+. The issue is that the prompt has stopped appearing after the second time when zoning into San d'Oria, as I was declining it at first while under the impression that the cutscene would contain content from future expansions that I would not have the context to understand. I had assumed that I had just "skipped" the cutscene and tried to complete 1-1-2 in Selbina, only to find that there was no cutscene when I zoned in, nor the specific dialogue choices from Naillina when spoken to. Is there a specific NPC I could speak to or a specific workaround to force the 1-1-1 cutscene, or am I stuck having to reroll a character? I had tried some web searching beforehand and most information found was in regards to players already seeing the cutscene, but not having the ROE objective cleared.
Disregard, turns out there was indeed an npc that "resets" the questline in question.
