Quelling the Storm not working

Content: Wings of the Goddess mission.

Mission/quest: Quelling the storm.

Issue: Quest does not give me the cut scene to start the quest.

What have I done to resolve the issue?

-Zoned in and out of Bastok (S) from North Gustaburg several times
-waited 1 hour game day several hours on 10/11/2023
-waited 24 hours real life day on 10/12/2023
-Spoken with all NPC's involved over 6 times.

-NPC's involved Gentle Tiger Bastok Markets (s) (H-6)
-NPC's involved Paul at (H-5).
-NPC's involved Biggorf at (H-10).
-NPC's involved Wilhelmina at (I-9).
-NPC's involved Blatherix (F-8)

NPC's do not provide any quest/mission dialogue.

Suspected problem: According to the quest it says I must have received an Elixir after completing Burden of suspicion in order to trigger this event from Baltherix. **It has been over a year since I last completed Burden of Suspicion, and I may have thrown out the Elixir in that time. I purchased another Elixir from an NPC since Blatherix was not giving me any new Elixirs. This seems to be preventing me from starting this quest. I have checked my current quests in the menu options and there are no current quests for the wings of the goddess expansion. The last completed quest was the previous one "Fire in the Hole" I am unable to start this quest unfortunately. If this is a bug I would like to report. If this is a user error on my end, or a failure of me to comprehend the directions provided in the site below I do apologize. Thank you.

You must wait one game day after completing "Fire in the Hole"
Zone into Bastok Markets (S) from North Gustaberg (S) for a cutscene.
You must have received an Elixir from Blatherix after completing Burden of Suspicion in order to trigger this event.
Speak to Gentle Tiger in Bastok Markets (S) (H-6) for a cutscene.
Visit the following townfolk in any order:
Paul at (H-5).
Biggorf at (H-10).
Wilhelmina at (I-9).
Return to Gentle Tiger for a cutscene.
Speak to Blatherix at (F-8).
Trade Blatherix a Goblin Mess Tin, Goblin Mushpot, and Twinkle Powder for another cutscene.
Goblin Mess Tins drop from Goblin Skirmishers. (buy from AH, Other -> Beast-made).
Goblin Mushpots can be bought from Pawkrix in Lower Jeuno (H-10).
Twinkle Powder can be bought from Upih Khachla in Windurst Waters (north map) (H-9).
Occasionally Dabih Jajalioh in Ru'Lude Gardens (F-9) will have Twinkle Powder in stock.
Return to Gentle Tiger again for another cutscene.
Examine the ??? at Vunkerl Inlet (S) (F-6) for a cutscene.
Located just east of the bridge
Survival Guide in Vunkerl Inlet (S), or Atmacite Refiner are quickest ways.
Return to Blatherix to receive your reward.

I don't believe the Elixir should be a problem, as long as it has been received.

What does your mission progress look like?

If my memory does not deceive me too badly, one must have completed the mission A Nation on the Brink to be able to start this quest.
