That's not how things work. Dollars from the income of any of SE's products do not get spent directly on the thing that generated those dollars. This is true of any big corporation. It simply goes into their coffers, there is no way for income to go 1 to 1 from where it was spent to where it was earned. This was true from the beginning, before any of SE's future products (from the time of FFXI's release) existed. Companies have to make product, they don't, won't, and can't reinvest every dollar they recieve exactly and only into the project that generated it. It was true back in the day, it's true now, and will always be true. It's true for FFXIV, FFXVI, and everything else they're making right now. FFXIV doesn't keep every dollar they earn on Online Store sales, nor does any other game they make keep every dollar that they earn, however they earn it.
Game teams submit budgets and bean counters approve or disapprove of those budgets. They don't say "here's the $10k you earned from fantasia sales, have fun!" Game team says "we need X amount of money to do XYZ things." and the beancounters say "Yes" or "No." There is no way to divert funds from a specific source to a specific project. Earmarking is something governments do. I suppose technically a corporation could do it, but they're not going to. In order to invest money into the game, they need a good reason- not just money. You have to do a Cost-Benefit Analysis, and determine if the cost of implementing a feature or whatever is worth the benefit you'll get from doing so.
