Camera and NPC Stuttering

We apologize for any inconvenience this graphical issue has caused. Based on the information provided, we'd like to suggest the following:

- Update and reinstall the drivers for your graphics card and sound drivers (if applicable).
- Please try running the game as an administrator.
- Perform a clean boot by opening the task manager and select the 'Start up' Tab. Disable everything.
- Please be sure to disable or remove any overlays (Discord, Steam, NVIDIA etc.) as they may interfere with startup.
- Try making in-game adjustments to graphical settings (adjusting resolution, etc.)

So I attempted that, and it doesn't seem to work. I've noticed that first person is totally fine, which I've been using to play for now. It's just when I go third person, it just freaks out.

Might sounds stupid, but have you got a wired mouse, or another mouse to try? Or maybe even unplug the one you have for now to see what happens.

Already tried that sadly with unplugging my mouse. This has to be like a painfully obvious fix, but this even stumps me.
