They're not going to implement new ideas at this point. We may still get some bits of new content in the future, but BST is not getting any miracle changes. And it's like I said, it can't be tied to master level or they'd have to add stuff to master levels for everyone else too and that means a lot of work which means money needs to be spent, and they're not going to spend money on something that won't bring new players to the game.
Honestly, level increases typically come with small job adjustments. Unfortunately, for Beastmaster, it is often given new jug pets when a piece of content at this new level increase is considered old. (Look at how long it took herald henry to be released, like 3 years after Delve came out? same with the most recent batch of jug pets)
To be fair, Beastmasters should be able to create their own jug pet, by going to an NPC, picking a monster a family, a list of abilities and some stat modifiers. Shoot, we could even feed the jug pet, food ingredients until the jug pet is ready (1-game day wait?).
SE will never have to release new jug pets again, because we could pick from the existing families and adjust stats accordingly. Some folks might say that is getting too close into PUP territory, but it's better than SE adding jug pets randomly (or never).
Matsui also said during the last Forums-based NA questions, that they could remove the level cap on old jug pets ....but instead offered to take our suggestions for new jug pets. To this date, SE has done nothing in this regard. A beefier Fatso jug pet or Generous Arthur would be nice. These pets are at 119. What's an ML50 beastmaster to do at that point?
Making a system this free would likely be a balance nightmare. It's not that bad of a balance nightmare. SE would just have to constrain our stats (attack/def/acc/M.acc/etc) with that of whatever the current or next content is. SE can adjust based on sources of damage, or create new ratios for dINT and pDIF, to account for the existince of configurable pets.
