The help text for any given ability, weapon skill, etc. does not change by what job you're on, so I 'm not sure why you went to all that trouble.

Having said that, isn't dragon kick not even a multi-hit WS at all?

If the help text does not say "Damage varies with TP." then someone messed up the database.
