I have to disagree, being unusable outside of a town does not limit the usefulness of the chat channel by any meaningful amount. It's just wasted resources. Just having the first text you see when you log say "got a question, google it" is a significantly more effective and step saving answer.
It's not that it wouldn't be better if it was extended, it's that the base idea is useless to begin with. You don't build on quicksand.

I don't believe that is needed, but they should keep the Assistance Channel open to the player at least until one reaches level 75 or 99, the time allowed with said tool is just way to small, really. It's a good way to make players socialize outside linkshells and they should really keep it busy and allow players to post in it for a much, much, much longer time.
This needs to happen, because you could be chatting with someone, trying to help them, and they move to an area where you can't reach them without using a different communication method. Even in FFXIV, which doesn't really have global chat channels, the novice network is the one channel that's global. You shouldn't have to sit in one town/area to carry on a conversation in the channel.
If only there was a way to communicate with someone who was helping you..... hmmmm.... a method where you could tell them directly. Now that would be incredible.
The assist channel is a form of community for new players, tell is too personal (and if you have to keep telling them how to respond to you).
It's really incredible to switch back and forth between different chat modes. If only there was a way to just use the assist channel that you initiated the conversation in instead of having to switch to a different one just because the user changed areas.
Also I'm pretty sure free trial players can't send tells, so if you're helping out an actual new player/account, that isn't an option. Which is one of the reasons the assist channel exists.
/tell existing is not a reason by itself not to make the channel acessible anywhere. It's the year 2020, chat isn't immersive anymore, we don't need needless restrictions on it.
