You don't really think filling out the JP form in Japanese is going to magically make them care more about your reports do you
Not so much "blacklisted" as flagged (and possibly charged) as making emergency calls for non-emergencies. 911 operators are legally required to take all calls seriously, but because of this you can face legal reprecussions for making a non-emergency conact because you are taking up an operator's time and that could potentially impact an actual emergency.
Which is why, when I had my phone in my off hand while trying to open the entrance door at north station in Boston and accidentally triggered an SOS (which I thought was warning me about a passing emergency vehicle, so I initially thought nothing of it), a moment later I got a call from the police to check on me where I explained it was an accidental trigger, and despite saying so they talked and made really really really sure that I wasn't just saying that (as you might if you're being abducted and the abductor catches on). Even if you accidentally make an emergency call, they must take it seriously just in case.
At the time I didn't even have any idea that there was a button combination that would trigger an "SOS" without actually making a call. my phone started making siren noises and im like wth is going on? lol
