There is no real STFU anymore. It's just a script ran once a week. That's the major problem. SE reinvests almost none of XI's revenue back into the game beyond the developer salaries. We have a joke of a community team that isn't engaged with the community and only checks in once a month at best.

XIV GM service probably has a laminated one-sheet of instructions for XI at this point. You're "lucky" if someone spamming obscenities gets banned during the same day part that it's reported.

They aren't interested in anything other than their own world. The mods here shouldn't let this problematic behavior continue for page after page.
