You've been at it this for at least 2 weeks ...and I'm very suprised SE hasn't banned you for basically spamming the forums. Also, Director Matsui said last year not to submit multiple reports...but you clearly keep doing that.
If they don't want multiple reports, then they better start actually doing some bans then. It's really that simple.
One report should result in one ban 5 minutes later. But that clearly doesn't happen, so it is what it is.
It's really simple to not get 17 reports. Step 1 act on the first report. Step 2 there's only one step.

While I agree they need to put more emphasis on STF reports, 5 minutes to ban? That's going to have to be an extremely high bar for employees available 24/7 & an extremely low bar for sufficient evidence to ban.

Well. Seriously, some cases could absolutely be "investigated" in 5 minutes. If you've been in the same zone for 8 hours killing non-stop, it's ever apparent that its a bot, there really is no mistaking it. It should not take much more than 5 minutes to locate and determine that. There should always be STF/GM on staff 24/7, yeah, isn't that obvious? Crime doesn't stop because its 2 am.
Yes, 5 minutes is hyperbolic. But 18 reports means 18 days. That's 400 hours. There is no possible way any type of investigation takes 400 hours. And if it takes 400 hours because the queue is that long, that also proves my point. Either they're useless because they're useless, or they're useless because they're incapable of meeting demand. Or they're useless on purpose. The result is the same.
