Gusgen Mines chests missing and not respawning

Steps:

• Entered Gusgen Mines with a friend in search of Treasure Chests to obtain Magical Patterns
• Scanned a wide area, especially paying close attention to spots where other players have previously documented chests to spawn and found no chests
• Used a Warp Ring to reinstance and check again, finding no chests again
• I waited around for close to an hour near many chest locations (longer than chests should take to respawn according to all sources I've found searching about it) while my friend searched through the rest of the area again, to no avail
• Left the area and logged out

I don't have an answer for why you can't find chests, but there is no reinstancing in FFXI. Only some battlefield areas are instanced.

I think he just means "to zone in/out."

This game doesn't really use instances in the traditional sense. The "layer areas" where boss fights occur etc. are special but no other areas have instancing of any sort.
