I mean, everyone has different opinions, and it also varies to some extent by server. the Novice Network on mine seems to be one of the better ones, and I help out on it regularly. Which isn't to say that sometimes it doesn't turn into just one big public hunt/general linkshell, but with the kick system it tends to keep things relatively in check. The mentor system also provides different icons/designations, like you can present yourself as a specialist in pve, crafting, gathering or pvp, for example.Regarding the new channel, I have discussed with my friend who is an expert player in our free company in FFXIV about Mentor System and Novice Network. He didn't even like it and many things that are wrong with it. It's just something that Japanese developers are not aware of our culture and how we are abusing it. So good luck with it!
I don't feel like it's an NA vs JP issue, I imagine the same occasional issues exist on the JP servers, other than maybe Japanese players tend to be a little less trolly. But like I said, when discussions get out of hand, the temp kicks tend to put an end to that when people ask legitimate questions. And the purpose is to connect new and experienced players together. Not just for help, but to make friends/socialize. The only explicit rule, from producer Yoshida himself, is not to spoil the story, and I personally kick anyone who tries to test that.Other than that, usual terms of service/code of conduct applies.
In the end, I think a global chat channel that isn't as easily controlled by RMT bots (since most mentors don't invite RMT in) would be a significant benefit for the game.
