I'm trying to complete the Escutcheon crafting quest. If I understand the instructions on bg-wiki I have to complete a series of 4 RoE quests:

I've completed Guild master's request 1. I have Guild master's request 2 available, but it doesn't ask me if I want to set it as a quest if I click on it (nothing happens).

I have 28 of 30 RoV quests set. How can I make it so that I can set the Guild master's request 2 quest?
