Steps: I unequipped weapon and reequipped it three times. It still showed" Latent effect: HP +20 Water+10 Dark+10"
After getting 500+ Weaponskill points I went to Balasiel to attempt to trade weapon to him. He accepted it and gave me Map to the Annals of Truth even though weapon showed latent effect still active. Is there ANY WAY AT ALL to tell when you have accumulated sufficient points other than trading the weapon to Balasiel?

As long as I remember right-like, the item description does not change, just the effects are not actually applied after the necessary amount of "points" have been accumulated.
